A growing, Houston-based professional services firm, G&A Partners is Parterning with Centurion Pipeline Co., who are currently seeking a Construction Coordinator to join their team.

     

    This position will develop, coordinate, implement and direct the project plan and monitor performance to ensure that company expectations are satisfied regarding environmental, safety, cost effectiveness, quality assurance/control, project work plan, schedules and impact to the public. The Construction Coordinator will also provide construction oversight and direct contract inspectors regarding site construction and maintenance activities in accordance with established company and industry standards, guidelines, and governmental regulatory requirements and ensure that all required construction documentation is complete and delivered in a timely manner. 

     

    Responsibilities

    Essential Job Duties:

    • Accountable for the management of assigned construction activities related to pipelines, pump stations facilities and construction maintenance/repair activities..
    • Accountable for all required project documentation at the close-out of each project.
    • Work closely with project engineers and project managers to ensure constructability in order to reduce or prevent errors, delays and cost overruns of a project.
    • Direct and manage contract inspection overseeing construction projects, including determination of work assignments, schedules and priorities, direction of work, and ensure appropriate levels of oversight of contractors are achieved. Uniform, practical implementation of construction policies, specifications and procedures.
    • Ensures that the projects proceed in accordance with the scope of work, all applicable specifications, manuals and codes, as well as contractual agreements.
    • Disseminates and explains Company specifications and project specific documentation to the Inspectors / Inspection staffs.
    • Identify and direct resource requirements such as survey, inspection, materials, test equipment, etc.
    • Assists Project Management with project scopes of work reviews, bid packages, execution strategies and selection of contractor.
    • Serves as a technical liaison between the Project Manager and Contractor.
    • High level of knowledge with all applicable codes: API; ASME; OSHA; DOT & 49CFR – Part 195.
    • High technical level in routing of potentially new pipelines, constructability issues and construction field management.
    • Collaboration with Operations, Engineering, ROW, Survey and Business Development peers to develop and implement construction cost savings early in the project life-cycle.
    • Maximize satisfaction of both new and existing internal and external customers, and their requirements.
    • Interact with landowners, stakeholders and ROW Agents to mitigate landowner issues along the ROW, should they arise during construction.
    • Ensure safe and reliable construction of pipelines and pipeline facilities.
    • Facilitate and/or participate in accident/incident investigations.
    • Lead and/or participate in weekly safety meetings and promote safety awareness.
    • Travel up to 65 + % of the time.

    Qualifications

    • High school degree (or GED equivalent), with a minimum 2 years college course background. Bachelor degree a plus.
    • CCM, API 1169, or PMP Certification a plus.
    • Minimum of 7-10 years’ experience in the energy sector, with a strong background in construction management and construction.
    • Working knowledge of contract administration, federal, state and local underground regulations, piping systems and installation of crude oil transmission and distribution systems.
    • Familiarity with the construction and operation of crude oil pipeline and tank operations, SCADA, electrical and instrumentation systems.
    • Proficient use of Microsoft Office software including MS Project, MS Word and MS Excel.
    • Ability to negotiate business agreements and resolve disputes as per agreed upon contract language.
    • Experience coordinating multiple parties (through direct authority and indirect authority/influence) to the successful completion of a project.
    • Ability to lead and participate in collaborative behavior.
    • Can utilize independent judgment and make informed and timely decisions to meet project needs.
    • Ability to effectively communicate, both verbally and in writing, with all stakeholders, contractors, staffs, etc.
    • Strong interpersonal, communications, analytical and construction management skills

    Physical and Environment Work Requirements:

    Must be able to:

    • Carry and lift items that weigh up to 50 lbs.
    • Stand, walk, climb, bend, stoop, and squat, often for long periods of time
    • Work with appropriate PPE (Personal Protection Equipment).
    • Walk several miles a day, sometimes in rough terrain, in order to supervise the activities in the field.
    • Perform job duties in a variety of terrain and extreme climates including desert heat, sand storms, driving rain or blizzard conditions.
    • Will likely be exposed to a variety of plants (poison ivy, oak, and sumac) and creatures such as snakes, spiders, insects, and other wildlife.
    • Work in an environment that will include loud noises.
    • Driving significant distances to/from remote construction sites in addition to normal work hours.
